Why is war stimulated and then its consequences condemned (Read question)?

Why does the "international community" ignore the waging of war upon a country through political crime, media manipulation and evasion of international law and practice, even usage of depleted uranium..., yet then everyone throws all the wrath upon the consequences of war which include ethnic cleansing, rape, war crimes, etc.?
