Why did this French ref behave like this in Brazil vs Cote'd Ivore game?

he was asking him if he had used his hands.. he didn't quite see it from his angle.. he might have been warning him for next time as well, but I think he was asking him due to FIFA doesn't allow replays and he was probably thinking on a international level and Brazil being upper elite that sportsmanship might come into play.. guess not. or if the player didn't feel it hit his hands but only felt it on his elbow then he might've believed he was okay and didn't do anything wrong.. I have been in sports before where a ref made a call that I illegally touched/handled a sport ball of some sort, or like in basketball where I tried to steal a ball and the ref saw me hit the opponents hand and I thought i felt the basketball, I mean sometimes your focus is on one thing and you don't realize you did something else.. but I think the ref was just making sure he saw what he saw.. but at least he made a decision and stuck with it, that's what refs are there for, especially without benefit of instant replay.. if he overturned that call, then why would anyone believe him later if he made another call, he is there to enforce the rules from what he can see.. if FIFA was wise, they would add side refs or instant replay.. 1 person for 22 people spread that far apart is kind of ridiculous, but at the same time schools and pee wee programs all over the country operate the same way week in and week out.
