My mom's house is sinking due to a rotting floor and the stairs are out of code, can it be condemned?

Her house has no basement and the living room floor is sinking due to rot from the damp ground under the floor. Also the stairs to the second level are dangerously out of code. I believe she has fallen down the stairs a few times. The front and side entrance cement stairs are cracked.
